
EMERGENCY FOOD AND SHELTER PROGRAM
PHASE 39 AND ARPA-R FUNDING NOTICE
The United Way of Whitman County has announced funds are available from two grants totaling over $55,000 to reimburse entities for costs incurred to provide emergency food and shelter in Whitman County. The National Emergency Food and Shelter Program (EFSP) grant is funded with federal funds made available through the U.S. Department of Homeland Security. The American Rescue Plan Act funds are from the US Department of Treasury.
Funding available for Phase 39: $13,500
Funding Available though
American Rescue Plan Act (ARPA-R): $41,727
Funding cycle for Phase 39 and ARPA-R will be November 21st 2021 to April 23, 2023. Eligible organizations may submit a program application(s) for both Phase 39 and ARPA-R with one or more spending category requests per grant application per program to the Local EFSP Board no later than 10:00 a.m., Wednesday, March 9, 2022.
Eligible Applicant Organizations:

Nonprofit, faith-based, and governmental organizations that provide food, shelter, and supportive services within the intent of the program

Past EFSP participation is not a requirement

Submit applications to the Local Board at efsp@whitmanunited.org

Must have a Data Universal Number System (DUNS) Number

Must have a Federal Employer Identification Number (FEIN)

Maintain a checking account in the organization’s name for EFSP deposits

Pay vendors directly within 90 days for services provided

Submit required reports

Please note that ARPA-R funding requires that the client be impacted by COVID-19. That is the focus of the ARPA-R funding. It can be reflected in the intake process or noted on any other documents that you would use to determine eligibility
Any agency that is awarded funds that participated in the EFSP in the past and has outstanding compliance exceptions must resolve them prior to the release of funds.
